RESPONSE
TO NRC INSPECTION REPORT (IR) 93-08, ADMINISTRATIVE DRAWING REVISIONS In IR 93-08, NRC requested that TVA respond to the concerns related to configuration control drawings (CCD) at BFN.
NRC's concerns involve the revision of CCDs under the administrative drawing change process and the reliability of the CCDs at BFN.
TVA shares NRC's concerns with respect to issues involving configuration control at BFN.
In response to these
- concerns, TVA issued a site bulletin (enclosed) informing site personnel of the types of drawings in use at BFN, including CCDs, and the processes used to revise and maintain these drawings.
TVA believes the enclosure addresses NRC's concerns and ensures plant personnel are aware of the types of drawings in use at BFN and the processes used to revise these drawings.

As-Constructed Drawing A drawing depicting the as-built configuration of a component, system, or structure at a point in time as indicated by the date of issue as shown 9n the revision block.
The type of drawing is annotated "as-constructed" below the.title block and may have the statement, "this drawing is under functional Configuration Control."

As-Designed
{AD) Drawing - A drawing depicting the changes required to be implemented by the DCN.

Equipment Management System (EMS) A computerized systemwhich contains equipment related information for the following design output documents:
Q-List, Instrument Tabulations
{the I-Tab drawings are being voided and replaced by EMS on a system-by-system basis),
Valve Tabulations (the V-Tabs have been voided and replaced by EMS), Fuse Tabulations, Environmental Qualification List.

Document Control Change Management (DCCM) A computerized system used to track, control, and report status of activities for DCNs from initiation to closure.
This includes the status of change paper tracked against drawings.

Updated when DCNs are processed.
2.
Revised by Administrative Changes for "documentation only" changes.
Some examples are:
- a. Incorporation of verified change paper.
- b. Correction and addition of Unique Identification Numbers (UNIDs) in EMS.
- c. Correction of drafting errors.
- d. Correction of reference, continuation, or companion drawings.
- e. Drawing unitization and incorporation, title block format changes, and color-code incorporation.
The drawing information including both drawings and unincorporated change paper
("UNC" status) is tracked in DCCM in accordance with SSP 2.8.
This information can be accessed from any mainframe terminal and should be checked prior to using a drawing.
1.
Primary, Critical, and Essential Secondary drawings are updated prior to system Return to Operation.
2.
Other secondary drawings have unincorporated change paper statused "UNC" in DCCM when the DCN is installed and verified, and drawings are updated on a priority basis.
3.
Valve tabulation information is contained in EMS.
4.
Instrument tabulation information is being transferred from drawings to EMS on a system basis.
