This letter provides TVA's reply to the NOV transmitted by letter from W. E. Cline to M. 0. Medford dated March 4, 1993.
In this letter, NRC cited TVA with a violation wi(h multiple examples for failure to properly label radioactive material containers stored in a long-term radioactive material storage area.
As described in the enclosure to this letter, TVA agrees that the violation occurred as stated.
Enclosure 1 to this letter. is TVA's "Reply to the Notice of Violation" (10 CFR 2.201).
Enclosure 2 to this letter provides a list of commitments made by TVA in response to the NOV.

OF VIOIATIOH "10 CFR 20.203(f), "Containers," requires, in part, that (1) except as provided in paragraph (f)(3) of this section, each container of licensed material shall bear a durable, clearly visible label identifying the radioactive contents.
Paragraph (f)(3) specifies, in part, that notwithstanding the provisions of paragraph (f)(l), labeling is not required for containers which are accessible only to individuals authorized to handle them, or to work in the vicinity thereof, provided that the contents are identified to such individuals by a readily available written record.
Contrary to the above, on February ll, 1993, NRC identified multiple examples of containers in a Radioactive Material Storage Area that were not labeled or properly. labeled with clearly visible labels, nor were the containers identified on a readily available written record.
This is a Severity Level IV violation (Supplement V)."
Rl?PT.Y TO VIOLATIO 1.
Reason for Violation The Inspectors identified containers of radioactive material in the south radwaste yard without labels, or having illegible labels.
These conditions were caused by weathering of the adhesive used to affix them to the containers and the ink used to record the required information on the labels.
Approximately 100 containers are located in outside Radioactive Material Storage areas at Browns Ferry.
Of those containers inspected, two were found to have no
- labels, and two had illegible labels.
The requirements of 10 CFR 20.203(f) are adequately implemented in Radiological Control Instruction (RCI) -1.
RCI-l.l, Field Operations Imp'lementing Procedure (IP) -7, Radioactive Material Storage Area, requires all Radioactive Materials Storage Areas, to be inspected quarterly by Radcon.
The last inspection of the south radwaste yard, prior to the Inspectors'bservations, was conducted on December 1, 1992.
A boundary survey of the area had been performed on February 4, 1993.
More frequent, item-by-item inspections are warranted to identify and correct any deteriorating container labels in outside areas.
An additional example was noted in paragraph eight of the inspection report.
A high efficiency particulate air (HEPA) filter in the Unit 3 drywell did not have a radioactive material label.
Followup inspections of other HEPA units throughout the plant indicated that this was an isolated event.

Corrective Steps Taken and Results Achieved The labeling deficiencies noted were immediately corrected upon identification of the conditions by the Inspectors.
Other radioactive materials storage areas were inspected for similar conditions.
No additional" examples of missing labels were noted.
However, several other labels were observed to have some visible deterioration, and were replaced.
The labeling problems and the need for increased awareness and surveillance were discussed in Radcon crew meetings.
Additionally, the need to verify the adequacy of labels on radioactive material containers during inspections of radiologically controlled areas has been emphasized to Radcon managers, shift supervisors, and technicians.

Date When Full Compliance Will Be Achieved Full compliance will be achieved by May 4, 1993, when the procedure revisions are complete.
