331 MISCELLANEOUS ADMINISTRATIVETECHNICAL SPECIFICATION CHANGES UNITS 1 r 2 r AND 3 In accordance with the provisions of 10 CFR 50.4 and 50.90, we are submitting a request for an amendment (TS-331) to licenses DPR-33, DPR-52, and DPR-68 to change the BFN Technical Specifications for Units 1, 2, and 3 (Enclosure 1).

The proposed changes are administrative in nature which revise the Table of Contents, Definition 1.M note 4, Table 3,2,C note 7, Specifications 3.3.E/4.3.E, 3.4.D/4.4.D, 3.5.K/4.5.K.2, 3.6.B.3, 3.6.C.2, 4.7.A.2, 4.7.E.l, 4.7.F, 6.6 and 6.9.1.7.b and Bases 2.1, 3.1, 3.2, 3.5 and 3.9.

These proposed changes are needed to delete a Unit 2 cycle 6 only requirement, to correct administrative errors in previous technical specifications, to correct discrepancies between specification bases and the BFN Final Safety Analysis Report.

In addition, the proposed changes include clarification of some requirements to ensure consistent application throughout the specifications.

TVA has evaluated the proposed Technical Specification amendments against the criteria provided by 10 CFR 50.92 and has determined that no significant hazards considerations are involved.

A reason for the

change, description and justification in support of the proposed amendments are enclosed (Enclosure 2).

A proposed determination of no significant hazards considerations is contained in Enclosure 3.

We request that these specifications be made effective 30 days after issuance.
