TVA to NRC letter, TVABFN Technical Specification No. 271 - Core Alterations/Source Range Monitors dated June 20, 1989.

0 In accordance with the provisions of 10 CFR 50.4 and 50.90, we are submitting a request for an amendment to licenses DPR-33, DPR-52, and DPR-68 to change the BFN Technical Specifications for Units 1, 2, and 3 (Enclosure 1). The proposed amendments would revise TS Section 3.10.A/4.10.A, Refueling Interlocks, to eliminate the unnecessary surveillance testing of refueling interlocks associated with equipment hoists when the hoists willnot be used during refueling operations.

A revision to TS Section 3.10.Bt4.10.B, Core Monitoring, is also proposed.

The existing TSs were submitted (Reference) as an interim change pending the issue of generic reactivity control 9210140307.

U.S. Nuclear Regulatory Commission OCT 09 1992 guidelines produced by an ongoing industry/EPRI study.

In the reference letter BFN stated that the EPRI recommendations would be evaluated for applicability to BFN when they became available.

The proposed changes to TS Section 3.10.B/4.10.B are a result of our evaluation of these guidelines published in EPRI Report NSAC-164L, "Guidelines For BWR Reactivity Control During Refueling" dated April 1992.

TVA has evaluated the proposed Technical Specification amendments against the criteria provided by 10 CFR 50.92 and has determined that no significant hazards considerations are involved. A description, reason for the change, and justification in support of the proposed amendments are provided as Enclosure 2. A proposed determination of no significant hazards considerations is contained in Enclosure 3.
