BROWNS FERRY NUCLEAR PLANT (BFN) - UNIT 2 - TVA BFN TECHNICAL SPECIFICATION (TS) NO. 303 - FLOW-BIASED ROD BLOCK MONITOR (RBM)

UPSCALE SETPOINT CHANGE In accordance with the provisions of 10 CFR 50.4 and 50.90, we are submitting a request for an amendment to license DPR-52 to change the BFN Technical Specifications for Unit 2 (Enclosure 1). This proposed amendment revises the flow-biased RBM upscale setpoint (TS Table 3.2.C) as a result of a re-analysis of the limiting control rod withdrawal error operational transient. A revision to TS 3.3.B.S/4.3.8.5 is proposed to express the RBM subsystem limiting condition for operation and surveillance requirement in terms of thermal parameter limits supported by this re-analysis. Additionally, the proposed amendment adds a new definition, Core Maximum Fraction of Critical Power (CMFCP) and adopts the BWR Standard Technical Specification definition of a Limiting Control Rod Pattern.

A description, reason for the change, and justification in support of the proposed amendment are enclosed (Enclosure 2). A proposed determination of no significant hazards considerations is provided in Enclosure 3. We request these changes be made effective 30 days after issuance.
