SYSTEMATIC ASSESSMENT OF LICENSEE PERFORMANCE (NRC INSPECTION REPORT NOS. 50-259/92-18, 50-260/92-18 AND 50-296/92-18)
This refers to the NRC's Sys'O'LltI>tic Assessment of Licensee Performance (SALP) report for your Browns Ferry facility which was sent to you on July 20, 1992; our meeting, of July 27,
- 1992, at which we discussed the report; comments on the results of our meeting on August 24, 1992; and your written comments dated August 26, 1992.
I have enclosed a summary of our presentation at the meeting, a copy of your written comments, a copy of the SALP slides which were used at the presentation, and the Final SALP report for the period Hay 24, 1991 through Hay 23, 1992.
We appreciate your efforts in evaluating the Initial SALP Report and providing comments.
The following is our evaluation of your comments.
Plant 0 erations Your comments requested that additional clarifications as to the number and cause of the violations be corrected to reflect the actual root causes.
Maintenance Surveillance Your comments indicated that trouble shooting of the fluctuations in recirculation flow were effective in determining the root causes.
~Securit Your comments indicated that one violation for access control occurred before the assessment period.
En ineerin Technical Su ort Your comments suggested that the report was inconsistent in that several violations had not been identified in the area and that the effort expended on the Control Room Emergency Ventilation System was considerable.

- planning, incomplete or ambiguous content of TVA's submittals, and contractor control.
In general, we agree with your comments and have made the appropriate changes to each of the areas as shown in Enclosure 4 to this letter.
These
- changes, however, did not alter our overall evaluation.
In accordance with Section 2.790(a),
a copy of this letter and i,ts enclosures will be placed in the NRC Public Document Room.
No reply to this 1'etter is required;
- however, should you have any questions concerning these matters, I will be pleased to discuss them with you.
