NRC letter, dated September 18, 1989, Technical Specification Revisions concerning Operability of the Control Room Emergency Ventilation System In accordance with the provisions of 10 CFR 50.4 and 50.90, TVA is submitting a request for an amendment (TS-323) to license DPR-33, DPR-52, and DPR-68 to change the BFN Technical Specifications for Units 1, 2, and 3 (Enclosure 1).
The proposed changes remove the temporary changes to the BFN Technical Specifications for CREVS operation during Unit 2 Cycle 6.
These temporary changes were originally proposed in Reference 1
and approved in Reference 2.
The proposed changes also update the Bases for CREVS to describe compliance with the revised CREVS design basis.

These dampers are necessary for the isolation of the Control Bay Habitability Zone and the proper alignment of the CREVS.
Generic Letter 91-08 provides an acceptable alternative to identifying components listed in the Technical Specifications.
This list of dampers is included in the control room isolation and pressurization functional test procedure that is subject to the change control provisions for plant procedures in the Administrative Controls section of the Technical Specifications.
A summary of the proposed changes are provided in Enclosure 2.
The reason and )ustification for these proposed changes are provided in Enclosure 3.
A proposed determination of no significant hazards consideration is provided in Enclosure 4.
We request that these specifications be made effective and implemented at least 10 days prior to the startup of Unit 2 for Cycle 7.
