Reference:

TVA letter dated July 17, 1991, Updated Final Safety Analysis Report (FSAR), Amendment 8 As required by 10 CFR 50.71, enclosed is one signed original and ten copies of Amendmen't. 9 of the BFN Updated FSAR. A list of commitments is also enclosed.

Amendment 9 is a one year update from Amendment 8 submitted in 1991.,'Significant improvements continue to be made in the clarity of-.the drawings, figures and tables. The figures contained:,~n Amendment 9 were updated consistent with TVA's configuration control process.

f U.S. Nuclear Regulatory Commission JUL 82 1992 TVA made three commitments in the above reference to be completed for Amendment 9. TVA has completed its review of the FSAR logic diagrams and updated as necessary. The revised logic diagrams are being submitted in Amendment 9.

The FSAR verification program has been completed. However, not all of the results of the program have been included in Amendment 9, due to an ongoing review and rewrite of Chapter 12, "Structures and Shielding", and Appendix Cg Structural Qualification of Subsystems and Components." The remainder of the FSAR verification results will be included in Amendment 10. TVA has reevaluated its commitment to label the entire Appendix C, "Structural Qualification of Subsystems and Components" as "historical". Insteadg TVA will identify in Appendix C those sections that should be considered as "historical" and will add sections reflecting the revised BFN design basis negotiated with NRC prior to the restart'of BFN unit 2. This will be completed for Amendment 10 and will provide a more comprehensive and useful document.

Enclosure 1 to this letter provides the revised TVA commitments. Enclosure 2 to this letter provides the original and 10 copies of Amendment 9 of the BFN FSAR.
