EVALUATION OF SEISMIC DESIGN CRITERIA FOR HEATING VENTILATION AND AIR CONDITIONING BROWNS FERRY NUCLEAR PLANT (TAC NOS.

H82125, H82126 AND H82127)

In order to fulfillprior commitments, and resolve certain Unit 2 post-restart open items, the Tennessee Valley Authority (TVA) submitted for NRC staff review by letter dated November 15, 1991, its proposed long-term seismic design criteria for qualifying Class I Heating, Ventilation, and Air Conditioning (HVAC) ducts and supports at the Browns Ferry Nuclear Plant (BFN), Units 1, 2, and 3.

TVA also submitted several supplemental letters dated March 2, Hay 6, and June 18, 1992, in response to staff requests for additional information.

The staff reviewed TVA's submittals, including applicable supporting documentation, and conducted a limited on-site audit of selected HVAC design calculations as detailed in the enclosed safety evaluation.

Based upon the results of this safety evaluation, the staff concludes that TVA's proposed HVAC seismic design criteria are acceptable.

For HVAC ducts previously qualified to the interim restart criteria, TVA is currently committed to complete its evaluations using the new long-term design criteria by no later than six months before the Unit 2 Cycle 6 refueling outage (scheduled to begin January 29, 1993).

Dr. Hark 0. Nedford be completed before the end of this refueling outage.

TVA is requested to formally notify the staff when each of these post-restart open items, identified in Section 2.2.2.4 of NUREG-1232, Volume 3, Supplement 2 dated January

1991, are fully implemented.

Furthermore, TVA is also requested to inform the staff of its plans for conducting the long-term modifications needed as a consequence of evaluating the approximately 11,830 feet of HVAC ductwork.
