NO. 314 RESIDUAL HEAT REMOVAL (RHR) VALVE PRESSURE SWITCHES In accordance with the provisions of 10 CFR 50.4 and 50.90, the enclosures provide a request for an amendment (TS-314) to licenses DPR-33 and DPR-68 to change the BFN Technical Specifications for Units 1 and 3 (Enclosure 1).

The proposed amendment is necessary to support an upgrade for switches that are used in the Residual Heat Removal System to prevent an intersystem LOCA.

The proposed changes for Units 1 and 3 are the same as those implemented on Unit 2 prior to restart of that unit. The Unit 2 TS change was approved as Amendment 180, dated December 10, 1990, based on TVA submittals dated May 24, 1990, and September 17, 1990. The proposed Units 1 and 3 setpoint values are based on Unit 2 calculations and will be confirmed by unit-specific calculations prior to use.

A description and justification in support of the proposed changes is provided as Enclosure 2. A determination of no significant hazards consideration is provided in Enclosure 3. TVA requests that these specifications be made effective 30 days after issuance.
