In the Matter of Tennessee Valley Authority Docket Nos. 50-259 50-260 50-296 BROWNS FERRY NUCLEAR PLANT (BFN) ASSESSMENT OF HRC'S COHCERN OVER CONTROL OF CONTRACTOR ACTIVITIES AT BROWNS FERRY NUCLEAR PLANT On April 17,

1992, HRC issued Violation 92-12-. 01, which involved contractor activities.

In that letter'RC referred to other recent examples of problems related to the control of contractor activities and emphasized that this warranted TVA attention to preclude additional problems.

TVA addressed the staff's concern during a June ll, 1992 meeting in Atlanta, Georgia.

This letter documents the results.

The scope of TVA's evaluation included the examples cited, as well as internal BFN incident investigations (II).

This evaluation examined the circumstances and the root causes for these incidents and determined that no common link existed.

TVA had previously determined and this review confirmed that, although there were several incidents involving contractors, few were due to the inadequate control of contractors.

From TVA's perspective, Violation 91-41-02, Failure to Have Adequate Design Control of a Site Telecommunications Subcontractor.,

was the most significant contractor control problem and as noted in our response to the violation, TVA has implemented appropriate corrective actions to preclude recurrence.

TVA has taken corrective action as warranted to minimize contractor control problems.

TVA will continue to evaluate and trend incidents for potential contractor control problems using its incident investigation process.

This process does not segregate incidents involving contractors from incidents involving TVA employees.
