SUNNARY OF THE MAY 29, 1992 MEETING WITH THE TENNESSEE VALLEY AUTHORITY REGARDING OPERATIONAL READINESS REVIEW FOR THE BROWNS FERRY NUCLEAR PLANT, UNIT 3 On Nay 29, 1992, representatives of the NRC staff and the Tennessee Valley Authority (TVA) met at NRC headquarters in Rockville, maryland.

A discussion was held regarding TVA's plans for the operational readiness review (ORR) for restart of the Browns Ferry Nuclear Plant (BFN) Unit 3.

Neeting attendees are listed in Enclosure 1.

A copy of the handout used in TVA's presentation is given as Enclosure 2.

In a letter dated November 12,

1991, TVA had indicated it did not plan to perform an ORR prior to BFN Unit 3 restart, which is currently expected in the first quarter of 1994.

However, the NRC staff expressed concern about this decision in a letter to TVA dated April 1,

1992, and requested a meeting with TVA to discuss this issue.

The staff believes the independent reviews performed by TVA prior to the restart of BFN Unit 2 were a valuable supplement to NRC inspection activities.

TVA has reconsidered their position, and has decided to perform a limited-scope ORR for BFN Unit 3, examining operational areas which are affected by multi-unit oper ation.

TVA expects to initiate this review when modifications and testing are complete for approximately half of the modified systems.

This milestone will not be reached until after the BFN Unit 2 refueling outage,.which begins in January, 1993.

TVA expects to perform only a single-phase ORR, though additional phases may be added, dependent on the initial review results.

TVA will provide a letter to document their commitment for the BFN Unit 3 ORR.

Prior to restart, TVA will also provide a letter certifying completion of Browns Ferry Nuclear Performance Plan special programs at BFN Unit 3.
