REQUIREMENTS APPLICABLE TO AN INOPERABLE ROD BLOCK MONITOR (RBM)

In accordance with the provisions of 10 CFR 50.4 and 50.90, we are submitting a request for an amendment to license DPR-52 to change the BFN Technical Specifications for Unit 2 (Enclosure 1). This proposed amendment revises the notes to TS Table 3.2.C and TS 3.5.K/4.5.K to allow continued power operation when the RBM is inoperable and the MCPR is within specified limits. Additionally, a change to Bases 3.2 is submitted to summarize the basis for the proposed changes. The proposed amendment is a temporary change which will expire at the end of the current fuel cycle (Cycle 6).

A description, reason for the change, and justification in support of the proposed amendment are enclosed (Enclosure 2). A proposed determination of no significant hazards considerations is provided in Enclosure 3.

A study was performed by the General Electric Company (GE) in support of the proposed amendment. The results of this study are contained in GE document GE-NE-770-06-0392 dated March 1992. This report is provided in Enclosure 4.

GE requests that this report be withheld from public disclosure under 10 CFR 2.790. As required by 10 CFR 2.790(b), GE has prepared an application and affidavit requesting that the report be treated as proprietary information. That application and affidavit are also contained in Enclosure 4.

The necessity for the proposed TS change is increased by the observed failure history of Local Power Range Monitors (LPRMs) during Cycle 6 operation. Projections of this failure rate indicate that the RBM may become inoperable later this cycle. Therefore, we request expedited approval of the proposed change and that it be made effective seven days after issuance.
