20555 Gentlemen:

In the Matter of Tennessee Valley Authority Docket Nos.

50-259 50-296 BROWNS FERRY NUCLEAR PLANT (BFN) TVA BFN TECHNICAL SPECIFICATION (TS)

NO. 308 AUTOMATIC DEPRESSURIZATION SYSTEM (ADS) TIMER In accordance with the provisions of 10 CFR 50.4 and 50.90, we are submitting a request for an amendment (TS-308) to licenses DPR-33 and DPR-68 to change the BFN TSs for Units 1 and 3 (Enclosure 1).

This proposed amendment for Units 1 and 3 changes the trip setpoint for the existing ADS timer and adds requirements for a high drywell pressure bypass timer.

These provisions meets the requirements of NUREG 0737, Item II.K.3.18.

These changes are required prior to restart of each affected BFN unit.

The changes for Units 1 and 3 are the same as those implemented on BFN Unit 2 prior to restart of that unit.

The Unit 2 TS change was approved as Amendments 162, dated January 30,

1989, and Amendment 185, dated January 9, 1991.

These amendments were based on TVA submittals dated July 29,

1988, and July 6, 1990.

A description and justification in support of the proposed changes is provided as Enclosure 2.

A proposed determination of no significant hazards is provided in Enclosure 3.

We request that these specifications be made effective 30 days after issuance.
