NO. 302 POST-ACCIDENT SAMPLING SYSTEM (PASS) UNITS 1 AND 3 In accordance with the provisions of 10 CFR 50.4 and 50.90, we are submitting a request for an amendment (TS-302) to operating licenses DPR-33 and DPR-68 to change the BFN TSs for Units 1 and 3 (Enclosure 1).

This proposed change for Units 1 and 3 revises Section 6.0, "Administrative Controls," by adding requirements to maintain post-accident sampling capabilities in accordance with the guidance of Generic Letter 83-36, NUREG-0737 Technical Specifications. This change to Section 6.0 for Units 1 and 3 is the same as was implemented on BFN Unit 2 prior to restart of that unit. The Unit 2 TS change for -PASS was approved as Amendment 194 on April 10, 1991, based on a TVA submittal (TS-284) dated July 3, 1990. The containment isolation valves for the PASS sample and sample return lines, which were included in the Unit 2 TS Amendment, are not included in this TS Amendment request. TS Amendment request TS-297, dated January 10, 1992, will relocate the list of containment isolation valves from TS Table 3.7-1 to plant procedures.

The new Units 1 and 3 PASS containment isolation valves will be added to these plant procedures.

A description and justification for the proposed changes is provided in Enclosure 2. A determination of no significant hazards consideration is provided in Enclosure 3.

Implementation of this TS change at BFN Units 1 and 3 is dependent upon completion of all elements needed to implement PASS programmatic requirements. We request that the effective date of this amendment be tied to restart of Units 1 and 3 in order to ensure that programs are in place to allow compliance with the new requirements.
