NO. 311 MODIFYING THE DEFINITION OF SURVEILLANCE PER GENERIC LETTER (GL) 89-14 In accordance with the provisions of 10 CFR 50.4 and 50.90,.we are submitting a request for an amendment to licenses DPR-33, DPR-52, and DPR-68 to change the BFN Technical Specifications for Units 1, 2, and 3 (Enclosure 1). This proposed amendment deletes the 3.25 times limitation on extension of three consecutive Surveillance intervals in the definition of Surveillance (paragraph 1.0.LL) consistent with the guidance provided by the staff in GL 89-14.

A description, reason for the change and justification in support of the proposed amendment are enclosed (Enclosure 2). A proposed determination of no significant hazards considerations is provided in Enclosure 3. We request that these changes be made effective 30 days after issuance.
