ENCLOSURE I NOTICE OF VIOLATION Tennessee Valley Authority Browns Ferry Docket No.

50-296 License No.

DPR-68 P

During an NRC inspection conducted on February 24-28, 1992 a violation of NRC requirements was identified.

In accordance with the "General Statement of Policy and Procedure for NRC Enforcement Actions,"

10 CFR Part 2, Appendix C

(1991), the violation is listed below:

Technical-Specification 6.8. I.I.f requires that written procedures shall be established, implemented and maintained coverino implementation of the fire protection program.

Procedure FPP-2, Fire Protection, Attachment I, requires a continuous fire watch to'be present during welding activities; Attachment F to procedure FPP-2 requires the person designated as fire watch to be on continuous alert for signs of fire or any act which may result in fire.

Contrary to the above, on February 27, 1992 while welding activities were in progress on valve number 3-74-49 in the Unit 3 drywell,, the designated fire watch was not on continuous alert for any signs of five.

Pursuant to the provisions of 10 CFR 2.201, Tennessee Valley Authority is hereby required to submit a written statement or explanation. to the U. S.

Nuclear Regulatory Commission, ATTN: Document Control

Desk, Washington, D.C.

copy to the Regional Administrator, Region II, and a copy to the NRC Resident Inspector, Browns Ferry within 30 days of the date of the letter transmitting this Notice of Violation '(Notice).

This reply should be clearly marked as a "Reply to a Notice of Violat'ion" and should include (I) the reason for the violation, or, if contested, the basis for disputing the violation, (2) the corrective steps that have been taken.and the results

achieved, (3) the corrective steps that will be taken to avoid further Violations, and (4) the date when full compliance will be achieved.

If an adequate reply is not received within, the time specified in this Notice, an order may be issued to show cause why the license should not be modified, suspended, or revoked, or why such other action as may be proper should not be taken.

Where good cause is shown, consideration will be given to extendino the response time.
