Dear Sir:

SUBJECT:

SAFETY EVALUATION OF ACTION PLAN TO RESOLVE CONDUIT AND CONDUIT SUPPORTS ISSUES FOR THE BROWNS FERRY NUCLEAR PLANT UNITS 1

AND 3 (TAC NOS.

880689 AND 880690)

By letter dated Nay 6, 1991, the Tennessee Valley Authority (TVA) submitted its program to resolve conduit and conduit support issues at the Browns Ferry Nuclear Plant (BFN) Units 1 and 3.

Following meetings and telephone confer-ences with the NRC staff, TVA provided additional information in letters dated December 12, 1991 and January 29, 1992.

This information has been reviewed by the NRC staff, which has provided the enclosed safety evaluation.

The staff has concluded that the proposed program is essentially equivalent to the program approved to support restart of BFN Unit 2, and is therefore accept-

able, pending proper implementation.

Please contact me at (301) 504-1470 if you have any questions on this issue.

Sincerely,
