50-260 BROWNS FERRY NUCLEAR PLANT (BFN) UNIT 2 WITHDRAWAL OF PROPOSED TECHNICAL SPECIFICATION CHANGE (TS) 305 FOR CONTAINMENT ATMOSPHERE DILUTION (CAD) SYSTEM

Reference:

Letter from TVA to NRC dated December 6, 1991, "TVA BFN Request for Technical Specification (TS) 305 for Unit 2 Limiting Condition for Operation (LCO) Requirements 3.7.G.l.a and 3.7.G.3" The purpose of this letter is to withdraw the proposed TS amendment requested in the reference.

The reference proposed amendment would temporarily remove the requirement to have two independent (CAD) systems and modify the associated action statement to require a plant shutdown in 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br />, if the remaining single CAD system became inoperable.

The subject TS was submitted in anticipation of having to do extensive repair or even replacement of BFN "B" CAD tank.

On October 16, 1991, BFN staff discovered that "B" CAD tank was venting nitrogen at an unusually high rate and the vacuum in the insulation space surrounding the tank had degraded.

Maintenance efforts to locate the leak indicated that the leak was not due to atmosphere entering the vacuum space from outside the tank; therefore, the leak was believed to be the internal liquid nitrogen storage tank leaking nitrogen gas into the space.

Location and repair of such a leak would require cutting into the outer shell of the tank and possibly extensive disassembly.

The repair would have required more time than the 30 days allowed by BFN TS and a forced plant shutdown would have been required.

support, maintenance personnel were able to pinpoint the exact leak location.

One leak was identified and repaired, however, this did.not resolve the problem.

A second leak was subsequently identified and maintenance activities successfully repaired the "B" CAD Tank without the need to use the relief afforded by the requested amendment.

Therefore, the requested TS amendment is not required.

BFN is currently evaluating the necessity for a long-term TS change.
