In References 1 and 2, the Tennessee Valley Authority (TVA) provided its proposed programs to resolve problems with small bore piping and the seismic qualification of instrument tubing for the Browns Ferry Nuclear Plant, Units 1

and 3.

Following meetings and telephone discussions with the staff, TVA provided additional information on these programs in Reference 3.

The NRC staff has reviewed these

programs, and has provided the enclosed safety evaluation.

The staff finds that these programs form an acceptable basis for restart of Browns Ferry Units 1 and 3.

However, note that if any new attributes are identified by the planned rigorous analysis of a sample of the components, or by some other means, during the implementation of these
programs, the staff expects TVA to evaluate the seismic Class I small bore 9202100455 920204
