NO. 300 REACTOR CORE THERMAL-HYDRAULIC STABILITY In accordance with the provisions of 10 CFR 50.4 and 50.90, we are submitting a request for an amendment (TS-300) to licenses DPR-33, DPR-52, and DPR-68 to change the BFN TS for Units 1, 2, and 3 (Enclosure 1).

The proposed changes for Units 1 and 3 provide Limiting Conditions for Operation and Surveillance Requirements for Reactor Core Thermal-Hydraulic Stability and implement the recommendations of NRC Bulletin 88-07, Supplement 1. These changes for Units 1 and 3 are the same as those implemented on BFN Unit 2 prior to restart of that unit. The Unit 2 TS change for core thermal-hydraulic stability was approved as Amendment 174 on October 5, 1989, based on a TVA submittal (TS-272) dated June 20, 1989.

The proposed change also revises Bases 4.2 for High Pressure Coolant Injection (HPCI) and Reactor Core Isolation Cooling (RCIC) systems for BFN Units 1, 2, and 3 TS. The change clarifies that the automatic restart feature is tested during performance of logic system functional tests. This design feature is required for RCIC by NUREG 0737, Item II.K.3.13 and was already included in HPCI system design. This TS change closes out NUREG 0737, Item II.k.3.13.
