In accordance with the provisions of 10 CFR 50.4 and 50.90, we are submitting a request for an amendment to licenses DPR-33, DPR-52, and DPR-68 to change the BFN Technical Specifications for Units 1, 2, and 3 (Enclosure 1). This proposed amendment will revise TS Section 3.2/4.2 and 3.7/4.7 by removing the component list and the references to the component lists from the TS. Generic Letter 91-08 provides an acceptable alternative to identifying every component as it is currently listed in the TS tables. The following lists of tables will be removed from the BFN TS:

Differences will continue to exist between the BFN Unit 2 and BFN Units l and 3 Technical Specifications concerning containment isolation valve groups.

These differences will be addressed in later amendment requests upon completion of engineering evaluation and analysis.

Description, reason for change, and justification in support of the proposed changes are enclosed (Enclosure 2). A proposed determination of no significant hazards consideration is provided in Enclosure 3.
