NOS. 295 AND 298T SECONDARY CONTAINMENT INTEGRITY UNITS 1, 2, AND 3 In accordance with the provisions of 10 CFR 50.4 and 50.90, we are submitting a request for an amendment (TS-295) and a temporary amendment (TS-296) to license DPR-33, DPR-52, and DPR-68 to change the BFN Technical Specifications for units 1, 2, and 3 (Enclosure 1). Definitions section 1.0.P, Secondary Containment Integrity, is being revised for Units 1, 2, and 3 by TS-295 to better define the zonal concept of secondary containment and to correct typographical errors for Unit 3 such that the definitions for secondary containment integrity read the same for all three units. Limiting Condition for Operation (LCO) 3.7.C (for Unit. 3) is being temporarily revised by TS-298T to reflect changes to allow separation of the Unit 3 reactor zone from the secondary containment envelope.

A summary of the proposed temporary and permanent changes are provided in Enclosure 2. The reason and justification for these proposed changes are provided in Enclosure 3. A proposed determination of no significant hazards consideration is provided in Enclosure 4.

These changes are being made to expedite Unit 3 construction efforts during Unit 2 operation. This will enable TVA to complete required Unit 3 outage modifications several months sooner than under the current Technical Specification requirements with no reduction in safety.
