This letter refers to your letter dated October 12, 1990, in response to our letter dated
September
12, 1990, regarding a violation that concerns a Millstone Unit 1 required technical
specification surveillance for fire detection instrumentation not being performed within the
prescribed time interval.
Thank you for informing us of the corrective and preventive actions documented in your
letter,
These actioris willbe examined during a future inspection of your licensed program.
Our conclusion that you had ample opportunity to correct the condition reported in licensee
event report 90-006, dated May 24, 1990, was based on the totality of the missed
opportunities available to you since the initial violation in 1987.
These opportunities were
documented in the subject inspection report.
We agree that the violation is not. related
directly to your implementation of the Integrated Safety Assessment Program.
