In the Matter of Docket Nos. 50-259 Tennessee Valley Authority 50-260 50-296 BROWNS FERRY NUCLEAR PLANT (BFN) TVA BFN TECHNICAL SPECIFICATION NO. 280 Rl CLARIFICATION FOR VESSEL HYDRO/INTEGRATED LEAK RATE TESTING (ILRT) Ec RECIRCULATION PUMP TRIP (RPT) INOPERABILITY In accordance with the provisions of 10 CFR 50.4 and 50.90, we are submitting a request for an amendment to licenses DPR-33, DPR-52, and DPR-68 to change the BFN Technical Specifications for units 1, 2, and 3 (Enclosure 1). This revised request replaces and supercedes our previous request dated May 18, 1990 on the same subject. This revision is made to reflect changes discussed with your staff during their review of the previous request. This proposed amendment will: (1) revise Table 3.2.B and Limiting Conditions for Operation 3.5.B.ll, 3.5.E.1, 3.5.F.1, 3.5.G.1, 3.6.D.1 and the bases section for 3.6.D/4.6.D to clarify equipment operability requirements when the reactor is in the cold shutdown condition, (2) revise the maximum operating power level allowed with an inoperable RPT system(s) from 85 percent to 30 percent power, and (3) correct two typographical errors in Table 3.2.B.

Description, reason for change, and justification in support of the proposed changes are provided in Enclosure 2. A proposed determination of no significant hazards consideration is provided in Enclosure 3.

Change 1 above clarifies equipment operability during cold shutdown conditions. The change is necessary to permit the performance of inservice hydrostatic testing, inservice leakage testing, and ILRT. TVA currently plans to perform this testing in January 1991. Therefore, NRC is requested to approve these changes by December 12, 1990 and make the issued amendments effective 30 days after issuance.
