NO ~ 282 ISOLATION OF SHUTDOWN COOLING In accordance with the provisions of 10 CFR 50.4 and 50.90, TVA is submitting a request for an amendment to licenses DPR-33, DPR-52, and DPR-68 to change the BFN TSs for units 1, 2, and 3 (Enclosure 1). This proposed amendment revises table 3.2.A note 1.D to allow the operators one hour to isolate shutdown cooling under certain circumstances. The current. TS does not. give a timeframe. This proposed change will resolve a deficiency noted by the TVA TS task force.

A summary of the proposed changes is provided by Enclosure 2. The reason and justification for the proposed changes is provided by Enclosure 3. A proposed determination of no significant hazards consideration is provided by Enclosure 4. TVA requests that these changes be made effective 30 days after approval by NRC.

This technical specification change is required for the restart of BFN unit 2. TVA requests it be approved prior to December 1, 1990.
