TVA letter to NRC, dated December 28, 1989, regarding BFN Nuclear Performance Plan, Attachment IV-4, response to request for additional information In accordance with the provisions of 10 CFR 50.4 and 50.90, TVA is submitting a request for an amendment to license DPR-52 to change the BFN TSs for unit 2 (Enclosure 1). Table 3.7.A, "Primary Containment Isolation Valves," is being updated to reflect changes due to plant modifications. Section 6.0, "Administrative Controls," is being revised to add requirements to maintain post-accident sampling capabilities in accordance with the guidance of Generic Letter 83-36, NUREG-0737 Technical Specifications. TVA committed to submit this TS Amendment prior to restart in the above reference.

A summary of the proposed changes is provided in Enclosure 2. The reason and justification for theproposed changes is provided in Enclosure 3. A proposed determination of no significant hazards consideration is provided in Enclosure 4.
