In the Matter of Docket Nos. 50-259 Tennessee Valley Authority 50-260 50-296 BROHNS FERRY NUCLEAR PLANT (BFN) TVA REVISION TO BFN TECHNICAL SPECIFICATION (TS) NO. 242 RESIDUAL HEAT REMOVAL SERVICE HATER (RHRSH) AND EMERGENCY EQUIPMENT COOLING HATER '(EECH)

In accordance with the provisions of 10 CFR 50.4 and 50.90, TVA is submitting a request for an amendment to licenses DPR-33, DPR-52, and DPR-68 to change the BFN TSs for Units 1, 2, and 3 (Enclosure 1).

This proposed amendment will clarify the limiting conditions for operation for the RHRSH and EECH Systems. The description, reason for change, and justification in support of the proposed changes are provided by Enclosure 2.

A proposed determination of no signifi ant hazards consideration is provided by Enclosure 3.

This submittal supersedes our previous submittal of TS 242 dated June 24, 1988 and incorporates comments from NRC's review of that submittal.
