BROWNS FERRY NUCLEAR PLANT (BFN) UNIT 2 REPORT OF NUCLEAR POWER OPERATIONAL READINESS REVIEW (ORR),

PHASE THO Docket No. 50-260 On May 1,

1989, I convened an ORR Team for the purpose of assessing the readiness of BFN Unit 2 for restart.

The first phase look at the state of readiness was provided in an ORR Team interim report which was forwarded to you by my letter of June 16, 1989.

The second phase of the ORR Team review has now been completed and the phase two report is forwarded herewith for your information.

The objective of the ORR Team was to review the qualification and motivation of personnel at BFN Unit 2 and the availability of necessary supporting resources for safe and reliable testing, operation, and maintenance of'he unit.

The team members reported directly to me and were independent of BFN management.

The eight members, only two of whom were TVA employees, have broad management, operating, and technical expertise in the field of nuclear power.

Five of the eight were members of'he ORR Team for Sequoyah Nuclear Plant (SQN) Unit 2 and six were members for SQN Unit 1.

Seven took part in the first phase ORR review of'FN.

The report notes areas which have improved including continuing improv.ments in management direction and control, which were found to be increasingly visible at the working level.

The report also discusses a number of concerns.

These are being aggressively

pursued, particularly those which may indicate actions taken on the interim (phase one) report were not fully effective.

All corrective actions will be evaluated as to whether completion is required prior to restart.

The team's forwarding memorandum for the phase two report, enclosed with the

report, concludes that with the programmatic control systems in place and subject to satisfactory resolution of identified and emergent
items, BFN can safely resume Unit 2 operations.

The memorandum does recommend a furth,r

short, independent review of operations and work control, including integration of the planned automated maintenance
system, be performed after fuel load and when training for restart is nearing completion.

I am implementing this recommendation as another step in the preparations for seeking NRC authorization for Unit 2 restart.
