In the Matter of Docket Nos. 50-259 Tennessee Valley Authority 50-260 50-296 BROHNS FERRY NUCLEAR PLANT (BFN) TVA BFN TECHNICAL SPECIFICATION NO. 276 STANDBY GAS TREATMENT SYSTEM/SECONDARY CONTAINMENT SYSTEM In accordance with the provisions of 10 CFR 50.4 and 50.90, we are submitting a request for an amendment to licenses DPR-33, DPR-52, and DPR-68 to change the BFN Technical Specifications (TS) for Units 1, 2, and 3 (Enclosure 1).

This proposed amendment will: (.1) delete the remaining portion of temporary amendments 151, 147, and 122 for BFN Units 1, 2, and 3 respectively; (2) clarify the actions to be taken in Limiting Condition for Operation (LCO) 3.7.B.4 (Standby Gas Treatment System) and revise the bases accordingly; (3) revise the requirements of LCO 3.7.C.2 (Secondary Containment); and (4) add a clarifying statement to LCO 3.7.C.4.b (Secondary Containment) ~

Description, reason for change, and justification in support of the proposed changes are provided in Enclosure 2. A proposed determination of no significant hazards consideration is provided in Enclosure 3.

This TS change will give BFN the flexibility under certain circumstances to make the secondary containment and standby gas treatment systems and their associated support systems inoperable. This will enable us to complete the required Unit 2 outage modifications approximately four weeks sooner than under the current TS requirements.

He therefore request your exigent review and approval of the enclosed changes as well as a temporary waiver from compliance with LCO 3.7.C.2.d until this TS change is approved. He request that these specifications be made effective upon receipt of the changes.
