In accordance with the provisions of 10 CFR 50.4 and 50.90, we are submitting a request for an amendment to licenses DPR-33, DPR-52, and DPR-68 to change the BFN Technical Specifications for Units 1, 2, and 3 (Enclosure 1). This proposed amendment will clarify LCO 3.9.A.l, more accurately describe the diesel generator (DG) seven-day fuel oil requirements (LCO 3 '.A.6), revise surveillance requirements for DG fuel oil sampling (SR 4.9.A.l.e), and update the testing of DGs (SR 4.9.A.l.a).

The change to LCO 3.9.A.l is administrative in nature and is consistent with previously approved amendments for BFN. The change to LCO 3.9.A.6 provides a more accurate description of the fue'1 oil requirements for each diesel generator. The diesel generator testing requirements in SR 4.9.A.l.a are being upgraded to better demonstrate the ability of the diesel generators to meet their functional requirements and provides TVA's resolution of the open issue identified in Section 2.2.2 of NRC's safety evaluation report (reference). The change to SR 4.9.anal.e provides clarification on fuel oil testing requirements and satisfies the commitment made in LER 259/89-026.

Description, reason for change, and justification in support of the proposed changes are enclosed (Enclosure 2). A proposed determination of no significant hazards consideration is provided in Enclosure 3. Ne request that these specifications be made effective 60 days after issuance.
