BRONNS'- FERRY NUCLEAR PLANT (BFN) CONTAINMENT COATINGS This letter provides the results of TVA's review of unqualified coatings on components installed inside primary containment at BFN.

As committed to in Section III.14.3 of the BFN Nuclear Performance Plan, this review was performed to identify the quantity of existing unqualified coatings, determine the allowable quantity, and implement any required corrective actions before Unit 2 restart.

The issue of concern is the potential for loss of coolant accident (LOCA) generated coating debris to block the suction strainers and thereby adversely affect the ability of the emergency core cooling system (ECCS) pumps to maintain long-term cooling of the core and containment.

Docket No. 50-260 A walkdown was performed to baseline the uncontrolled coating log and assess the general condition of existing qualified coatings.

An analysis was performed to determine the maximum allowable quantity of coating debris which could be transported to the suction stra) ners without affecting the ability of the ECCS pumps to perform their function post-LOCA.

In this review it was conservatively assumed that no debris was trapped by the numerous structures and components inside the drywell and no credit was taken for the breakup of the debris.

The results of the walkdown indicate that the quantity and type of,existing unqualified coatings are less than the maximum allowable quantity. " A procedure, Site Directors Standard Practice (SDSP) 9.18, has been i'ssued which requires an engineering review of additions to existing quantities of unqualified coatings.

In summary, TVA has determined that the existing amount of unqualified coatings within primary containment is less than the amount which would adversely affect ECCS pump performance in a post-LOCA condition.

In addi tion, corrective actions have been taken to ensure that theaddition of unqualified coating quantities is maintained below the maxi'mum allowable quantity,,

This evaluation is documented in Quality Information Release MTBBFN88025 R3.

This document and its supporting calculations are available for review at TVA's office in Rockville, Maryland.
