Response

to Generic Safety Evaluation Report on Seismic Qualification Utility Group (SQUG) Resolution of Unresolved Safety Issue A-46.

On October 5,

1988, TVA provided NRC a schedule for the plant walkdown associated with the implementation of USI A-46 at BFN.

This schedule was contingent upon the completion of generic efforts submitted by the Seismic Qualification Utility Group (SQUG) in its October 9,

1987 letter.

The SQUG schedule provided for completion of the Generic Implementation Procedure (GIP) by the end of calendar 1988, followed by NRC review and issuance of a final Safety Evaluation Report (SER) in the first quarter of 1989.

It is now projected that the final SER for USI A-46 implementation will be delayed at least until the end of calendar 1989.

Based on this SER schedule slippage, for BFN, the anticipated plant walkdown associated with the resolution of USI A-46 must be deferred at least one refueling outage for unit 2.

This would place the walkdown before cycle 8 operation for unit 2.

It is TVA's policy that resources must be allocated for refueling outage projects at least eight months prior to the start of the outage.

The new schedule for BFN is, therefore, consistent with the TVA policy.

As was stated in our previous letter, this schedule is also contingent upon TVA's review of the final GIP after approval by NRC and resolution of all outstanding issues

Based on this review, TVA wi 1 1 either commit to pursue a

generic resolution of USI A-46 or file a plant-specific response.

Should the generic resolution be pursued, TVA may elect, at its option, not to perform certain aspects of the generic program based upon suitable justification.

TVA also reserves the right to pursue all available appeal options.

issues, including seismic margins and the severe accident
program, so that a single, cost-effective walkdown can be performed at each plant.

This integration is essential to effectively utilize valuable industry and NRC resources.
