BROHNS FERRY NUCLEAR PLANT (BFN) OPERATING REACTOR EXPERIENCE Docket No. 50-260 This letter provides an overview of BFN's programs to ensure operating personnel have sufficient operating reactor experience to support safe and reliable Unit 2 operation.

Lack of recent (1985 to present) operating reactor plant experience by the Operations personnel has been recognized by senior management as a significant problem for the restart of Unit 2.

Positive management.. action has-been taken at BFN to increase the level of operating experience for BFN Operations personnel.

A summary of these actions are:

l.

All licensed operators who have been issued a license since BFN shutdown (30 individuals) spent approximately four weeks at an operating reactor plant as part of their prelicensing training.

In addition, the Shift Operations Supervisors (SOS), Assistant Shift Operations Supervisors, and the Lead Operators had BFN operating experience prior to the 1985 shutdown.

Prior to Unit 2 restart, each Assistant Shift Operations Supervisor and each unit operator will receive one-week observation training at an operating reactor plant.

This training is being scheduled at Millstone, Susquehanna, Grand Gulf, and Monticello, and will have priority over other routine commitments.

The purpose of these assignments is to allow participation in routine shift activities involving testing, shift

turnover, and equipment control evolutions.

3.

The six BFN Shift Operations Supervisors will participate in INPO nuclear power plant evaluations (Peer Evaluator Program) of other utilities and plants prior to Unit 2 restart.

This three-week assignment allows the supervisors to obtain recent first-hand knowledge of the daily operations at other nuclear plants.

In addition to the offsite assignments described

above, BFN implemented an onsite senior-level operations management observation program of day-to-day activities of operations.

The purpose of these observations is to ensure that Operations personnel know and understand their levels of performance and to ensure consistent uniform performance between different operations groups.

Proficiency evaluations for all Assistant Unit Operators who will be involved in Unit 2 start-up are being conducted by a Senior Reactor Operator (SRO) and another experienced operator.

3.

Licensed operator performance in their requalification, classroom, and simulator training i's being monitored by senior operations management personnel to identify any weaknesses in the overall program.

4.

Arrangements have been made with INPO for them to conduct simulator observations of all six Browns Ferry operator crews.'wo crews were evaluated during the 1989 plant evaluation and the.other four crews are scheduled to be observed before restart.

This action will help define the status of crew readiness for Unit 2 'restart and provide recommendations for improvements, as appropriate.

TVA plans to participate actively in the INPO Peer Eval'uator. Program to continue development of licensed operators for all its units and for the benefit of other plant personnel in various functional areas.

This learning experience provides invaluable, first-hand knowledge of the daily operations and good practices at other nuclear plants.

The week of preparation and two weeks of plant operations review during the evaluations have provided tangible results so far for TVA people participating in the program.

Since

1987, TVA employees, including eleven SROs and other Nuclear Power employees, have participated as peer evaluators or observers in over 30 INPO evaluations.

These assignments at other operating plants combined with the onsite senior-level operations management programs will result in establishing and maintaining high standards starting at the SOS level with a cascading effect to the assistant unit operators and craft personnel.

The effects of these actions are expected to make a noticeable improvement of operations knowledge and performance in plant personnel prior to the restart of Unit 2.
