In the Hatter of Tennessee Valley Authority Docket Nos. 50-259 50-260 50-296 BROMHS FERRY NUCLEAR PLANT (BFH) TVA BFN TECHNICAL SPECIFICATIOH NO. 271 CORE ALTERATIOHS/SOURCE RANGE HOHITORS In accox..dance with the provisions of 10 CFR 50.4 and 50.90, we are submitting a x.equest for an amendment to licenses DPR-33, DPR-52, and DPR-68.
The amendment will change the BFH Technical Specifications for units 1, 2, and 3
(enclosure 1).
These proposed interim changes revised sections 1.0.S, 3.10.B and 3.10.C to cox;rect some identified deficiencies.
Specifications 3.10.B.l.b.2 and 3.10.B.1.b.3 currently allow reactivity additions to the reactor core without continuous core monitoring.
These are interim changes resulting from agreements between HRC and TVA during an Enforcement Conference in early 1989.
There is currently no industry standard practice for neutron monitoring during core alterations.
GE is currently working with EPRI on a pxogram to evaluate reactivity controls during refueling and expects to complete generic recommendations fox use by BMR utilities in early 1990.
TVA will evaluate these guidelines for applicability to BFH when they become available to the industry.
Description, reason for change, and justification in support of the proposed changes are enclosed (Enclosure 2).
A proposed determination of significant hazards is provided in enclosure 3.
Me request that these specifications be made effective 30 days after issuance.
