In the Matter of Tennessee Valley Authority Docket No. 50-260 BROOMS FERRY HUCLEAR PLANT (BFN) TVA BFN TECHNICAL SPECIFICATION NO. 272 THERMAL-HYDRAULICSTABILITY SECTION 3.5/4.5-M In accox.dance with the provisions of 10 CFR 50.4 and 50.90, we are submitting a x.equest for an amendment to license DPR-52.
The amendment will change the BFN Technical Specifications for unit 2 (Enclosure 1).
The proposed change adds sections 3.5/4.5-M and revises section 3.6.f to the BFN unit 2 Technical Specifications.
These changes provide Limiting Conditions for Operation and Surveillance Requirements for Reactor Core Thermal-Mydraulic stability.
These changes are being, proposed to support, BFN unit 2 fuel reload Technical Specifications submitted by TVA August 26, 1988 (TS 254) and to also implement the requirements of HRC Bulletin 88-07, Supplement 1.
Description, x.eason for change, and justification in support of the proposed changes are enclosed (Enclosure 2).
A proposed determination of significant hazards is px.ovided in enclosure 3.
