50-259 50-260 50-,296 BROWNS FERRY NUCLEAR PLANT UPDATE TO RESPONSE TO NRC INSPECTION REPORT NUMBERS 50-259/89-04, 50-260/89-04, AND 50-296/89-04 This submittal updates the immediate and long-tenn corrections that are currently being taken in regard to the Nuclear Experience Review (NER) program.

In the March 1, 1989, submittal, TVA committed to establishing necessary prograntmatic changes and monitoring effectiveness by May 15, 1989 (see Enclosure 1, item G,2, from March 1, 1989, submittal).

t TVA has completed an independent review of the NER program and has established an action plan to implement recommendations made by the assessment team.

A

-Condition Adverse to Quality Report (CHA890012907) has been issued to document and track the assessment team's findings.

Prograntmatic changes that have been made or are in the process of being completed include:

Restructuring the NER organization, elevating the program managers

position, and adding an operating experience review supervisor at each site.

~

Development of a training program for training of all personnel involved in NER.

~

NER data base enhancements.

~

Revision of the program procedures.

Monitoring of the effectiveness of these program enhancements will be continuing under.

the review of the new NER manager.

After the enhancements have been implemented for approximately six months, an effectiveness review will be performed.

Any other necessary improvements will be made at that time.

The effectiveness review will bc performed by December 31,

1989, and will utilize suggestions from INPO 89-005, "Guidelines for the Use of Operating Fxperience" (seo Fnclosure, List of Contmitment,s).
