50-296 BROWNS FERRY NUCLEAR PLANT (BFN) TVA BFN TECHNICAL SPECIFICATION NO. 258 EXTENDED LIFE SUPPLEMENT In the Matter of Tennessee Valley Authority By-letter dated October 24,
- 1988, TVA submitted a request to amend License Condition 2.D for unit 1, 2.E for unit 2, and 2.F for unit 3.
These amendments would extend the duration of the BFN Operating License to forty (40) years from the date of issuance of the operating license as permitted by 10 CFR 50.57.

LEY AUTHORITY Upon reviewing this submittal, NRC reviewer requested that BFN provide additional information to support the population estimates discussed in section I.A.l.a of Enclosure 2 of the October 24, 1988 submittal.

BFN 40 YEAR LIFE EXTENSION ADDITIONAL INFORMATION Table 2.2-4 of the BFN FSAR provides the estimated population within a 10 mile radius from the Browns Ferry Plant.
The values in this Table provide the estimated 10 mile radius residential population for 10 year intervals from 1970 through the year 2020.
For the purpose of this submittal the "total" population is defined as the sum of the residential, transient and institution populations.
In preparing the population information for the proposed BFN 40 year life extension amendment, a
1987 estimated "total" population value of 39,945 for the 10 mile radius was provided.
Nhen comparing this value with the FSAR, the residential population from Table 2.2-4 must be added to FSAR Tables 2.2-7 and 2.2-8.
The later two Tables provide the transient and institution population.
Therefore, for the purpose of this submittal the 1987 "total" population value of 39,945 is well below the FSAR value of 47,992 for 1990.
BFN is in the process of planning a
UFSAR verification program.
One of the sections being verified, and revised if needed, is the Section 2.2.2 population estimate for the 10 mile radius.
At present, unit 3 will be the last BFN operating unit with its license expiring in the year 2008.
Approval of this amendment will extend this license to the year 2016.
During this extended period of operation (from 2008 to 2016), it is currently estimated that the population within the 10 mile radius will increase approximately 8 percent.
This results in a projected population within the 10 mile radius of approximately 62,100 in the year 2016.
In addition, TVA does not expect any significant increase in the annual offsite population dose due to the extended operation of BFN from the years 2008 to 2016.
Doses projected for offsite "total" population in the year 2016 would be about 8 percent greater than estimated for the year 2008.
Since this increase is based solely on the projected "total" population increase during this period, the population dose due to natural background radiation would also increase by about 8 percent, therefore the projected population doses due to plant effluents would be expected to remain below the 0.02 percent of the natural background dose reported in section 2.4.3 of the BFN Final Environmental Statement.
