BRONNS FERRY NUCLEAR PLANT (BFN) DIESEL GENERATOR EVALUATION REPORT This letter transmits the documents required to resolve the BFN diesel generator open issues as requested by your staff in the meeting on August 10, 1988.

In a subsequent discussion on November 15,

1988, TVA agreed to provide this information by January 20, 1989.

In this discussion, the NRC staff provided a

summary of the issues that TVA is required to address in order for the staff to complete their review and safety evaluation.

The actions required to resolve the issues are as follows:

1.

Provide the diesel generator load summary report (enclosure 1).

2.

Evaluate the effects of reduced voltage starts on the residual heat

. removal pump motors to demonstrate adequacy of operation for plant life (enclosure 1, section IV).

3.

Provide summary and resolution of restart test record problem (enclosure 2).

4.

Provide analysis and closeout of problem with the diesel power available time sequence exceeding sequence used in 10 CFR 50, Appendix K analysis.

This submittal provides documentation for the first three issues.

Documentation for issue number four is not included.

The Condition Adverse to Quality Report (CAQR)

BFP 8805370 which addresses issue four, does not question the adequacy of the diesel generators to start and accelerate the required loads within the required time periods.

The CAQR does question the adequacy of the logic for the loss of offsite power/loss of coolant accident (LOP/LOCA) event to connect the required load to the diesel generators within the time required by the 10 CFR 50, Appendix K analysis.

U.S. Nuclear Regulatory Commission The evaluation report (enclosure 1) shows that the diesel generators are capable of p'owering the loads, once they are connected to the system.

The corrective action for this CAQR will not involve the diesel generators but will instead be concerned with the Appendix K analysis and or the response logic for the LOP/LOCA,event.

In summary, the documents provided herein demonstrate that the BFN diesel generators will adequately perform their intended safety function for unit 2 by starting and accelerating allthe required loads within the required time periods.
