256 DELETE REDUNDANT TESTING FOR EMERGENCY CORE COOLING SYSTEM (ECCS)
AND REACTOR CORE ISOLATION COOLING (RCIC),SYSTEM (3.5/4.5)
In accordance with the provisions of 10 CFR 50.4 and 50.90, we are submitting a request for an amendment to licenses DPR-33, DPR-52, and DPR-68 to change the BFN Technical Specifications for units 1, 2, and 3 (enclosure 1).
The proposed change modifies BFN Technical Specifications to delete additional surveillance testing of redundant yet operable ECCS and RCIC Systems (3.5/4.5) during a limiting condition for operation.
The intended function of the existing testing requirements will be served instead by performance of periodic American Society of Mechanical Engineers,Section XI tests coupled by monthly valve alignment checks.
The description, reason for change, and justification in support of the proposed amendment is enclosed (enclosure 2).
A proposed determination of no significant hazards consideration is provided in enclosure 3.
