In the Hatter of Docket Ho. 50-260 Tennessee Valley Authority BROWS FERRY HlJCLEAR PLANT (BFN) ELECTRICAL SEPARATION PROGRAH This letter confirms information provided to HRC in an October 14, 1988 teleconference call with HRC's Office of Special Projects. The following summary of TVA's electrical separation program is provided.

The purpose of the electrical separation program at BFN is to ensure that the installed equipment. and cable configuration meet the BFN separation criteria.

This criteria incorporates the Final Safety Analysis Report commitments in this area.

To implement this program, a review is being performed of existing Condition Adverse to Quality Reports which concern electrical separation. The purpose of this review is to determine the extent. of the condition through a discovery process and to provide corrective action for identified discrepancies. The discovery process will be completed before refueling of BFN unit 2.

Identified discrepancies will be evaluated for their impact on systems required to be operational in the refueling mode. Those discrepancies which could impact the operability of these systems will be corrected before refueling of BFN unit 2. The remaining discrepancies will be evaluated for impact on subsequent. plant restart milestones and corrected as required (for example, identified electrical separation discrepancies that potentially affect compliance with 10 CFR 50.48 will be handled in accordance with the BFN Fire Protection Program).

A report describing the results of the discovery process and the disposition of identified discrepancies will be provided to HRC by December 23, 1988.
