R. Gridley letter to NRC dated August 25, 1988 "Browns Ferry Nuclear Plant (BFN) Inoperable Radioactive Effluent Instruments" In the referenced letter, TVA provided NRC with a schedule for restoring the subject, instruments to operable status. During testing of a modification on the raw cooling water (RCW) monitors, a design problem was encountered. This problem affects both the RCW monitors and the residual. heat, removal.,serv,ice.

water (RHRSW) monitors.

The intent of the modification was to provide a downscale inoperable annunciation when the operate switch was moved from the operate mode. This modification resulted in the unintentional masking of a loss of "detector high voltage signal" to the same annunciator.

The circuit logic is being modified to correct this deficiency. This modification will be completed and the RHRSW and RCW monitors will be operable before fuel load. The required compensatory monitoring will continue until the monitors become operable.

Summary statements of commitments contained in this submittal including a list of instruments to be restored to operable status are provided in enclosure l.

The commitment for returning the other instruments to operable status, as listed in the referenced letter, remains unchanged.
