In accordance with the provisions of 10 CFR 50.4 and 50.90, we are submitting a xequest for an amendment to licenses DPR-33, DPR-52, and DPR-68 to change the BFH Technical Specifications for units 1, 2, and 3 (enclosure 1).

Reference 1 provided HRC with a description of the BFH fuel inspection and reconstitution program which was updated by reference 2.

In reference 3, TVA requested temporary changes to the operability requirements for the Standby Gas Treatment System (SGTS) and Control Room Emexgency Ventilation System (CREVS). This request was approved by HRC in refexence 4.

Enclosure 1 of this letter is requesting relaxation of the CREVS operability requirements to allow system modifications and maintenance needed for restart to proceed in parallel with the fuel load. This relaxation can be accomplished without reducing the margin of safety. This temporary change po3~

I I U. S.Huclear Regulatory Commission vill be in effect until just before the vithdrawal of the first control rod with the purpose of making unit 2 reactor critical from the current cycle 5 outage. This chancre is vritten to ensure that limitin8 conditions for operation requirements 3.7.E.1, 3.7.C.3, and 3.7.1.4 become applicable just before the above subject action is initiated.

The description, reason for change, and justification in support. of the proposed temporary changes are enclosed (enclosure 2). A proposed determination of no significant hazards consideration is provided (enclosure 3).

Me request your expedient review and approval of the enclosed temporary chanpes. Me request that these specifications be made effective upon receipt of these changes.

Enclosed is a check for 4150 amendment fee required by 10 CFR Part 170.12.
