Dear Mr. Horn:
BROWNS FERRY NUCLEAR PLANT (BFN) NPDES PERMIT NO. AL0022080 NOTICE OF VIOLATION (NOV)
This is in response to your June 10 NOV of biochemical oxygen demand (BOD5) permit limits during March 1988.
The exceedance of the daily average limit for BOD5 appears to have resulted from a seasonal algal bloom in the sewage lagoon.
The lagoon exhibited a granular green color with dissolved oxygen concentrations reaching 130 percent of satu"ation, conditions which are indicative of an algal, bloom.
Because there was available holding capacity in the lagoon, it was decided to discontinue the discharge on March 20.
There has not been a discharge since that day.
BFN personnel will continue to trend lagoon da a to predict and attempt to prevent recurrence of this noncomplying discharge.
In addition, the lagoon influent flow is continually evaluated to ensure the designed treatment capacity is not exceeded.
If your staff has any questions regarding this response, please have them call Madonna E. Martin at (615) 632-6695 in Knoxville, Tennessee.
Sincerely, Ralph H. Brooks, Director Environmental Quality cc:
