- 1988, "Browns Ferry Nuclear Plant (BFN)
TVA BFN Technical Specification No. 246" The referenced letter submitted a proposed TS change for BFN units 1, 2, and 3.
The technical specification change proposed deletion of the organization charts from section 6 of the technical specifications in accordance with Generic Letter (GL) 88-06.
The NRC BFN Project Manager has raised a question about the wording of the proposed change.
The proposed specifications 6.2.l.b and 6.2.l.c do not specify position titles for the corresponding management positions identified by the proposed specifications.
To facilitate the processing of the proposed technical specification change and to better reflect the intent of GL 88-06, the title "Senior Vice President, Nuclear Power" may be incorporated into the proposed specification 6.2.l.b to identify that position as the corporate officer having responsibility for overall plant nuclear safety.
Similarly, the title "Plant Manager" may be incorporated into the proposed specification 6.2.l.c to identify that position as the onsite management position responsible for overall unit safe operation.
These titles should also replace those identified in enclosure 2 as the corporate and onsite
.positions that satisfy these requirements.
