50-259 50-260 50-296 In the Matter of Tennessee Valley Authority This letter provides a supplemental response to violation (item 2) which was forwarded in your letter from J.
Nelson Grace to S. A. Hhite dated May 21, 1986.
The subject of the violation was inadequate Surveillance Instructions (SI) for fire barrier penetrations.
The supplemental response dated December 9,
1987, called for the fire barrier modifications and associated surveillance instructions to be complete by June 17, 1988.
A new SI will be issued to meet the requirements of the Technical Specifications by June 17, 1988.
Technical Specification allowed compensatory measures for the nonfunctional fire barriers are in place until the modification work is complete and the barrier is restored to functional status.
TVA's position is that full compliance wi 11 be achieved for this violation when the new SI is issued.
The present schedule for physical completion of the secondary containment fire barrier sealing is October 31, 1988.
