In the Matter of Tennessee Valley Authority Docket Nos.
50-259 50-260 50-296 BROWNS FERRY NUCLEAR PLANT (BFN) UNITS 1, 2, AND 3 TVA BFN TECHNICAL SPECIFICATION NO. 239 In accordance with the provisions of 10 CFR 50,4 and 50.90, we are submitting a
request for an amendment to licenses DPR-33, DPR-52,. and DPR-68, to change the BFN Technical Specifications for units 1, 2, and 3 (enclosure 1).
The proposed change addresses the use of sodium pentaborate enriched with the boron-10 isotope in the Standby Liquid Control System.
TVA has proposed the use of enriched sodium pentaborate at BFN to meet the requirements of the Anticipated Transient Without Scram Rule (ATWS),
10 CFR 62, paragraph (c)(4).
This amendment has been identified as a restart requirement and assigned NRC tracking numbers
- 00095, 00096, and 00097 for units 1, 2, and 3 respectfully.
Description, reason for change, and justification are provided in enclosure 2.
A proposed determination of no significant hazards consideration is provided in enclosure 3.
