In the matter of Tennessee Valley Authority Docket Nos.
50-259 50-260 50-296 BRONNS FERRY NUCLEAR PLANT (BFN) UNITS 1, 2, AND 3 NRC OIE INSPECTION REPORT NOS. 50-259/87-30, 50-260/87-30, AND 50-296/87-30 In a response to IE Inspection Report Nos. 50-259/87-30, 50-260/87-30, and 50-296/87-30 for TVA's BFN units 1, 2, and 3 which cited TVA with one devi ation, TVA committed to provide the NRC with a followup letter providing information regarding the adequacy of the process for updating Final Safety Analysis Report (FSAR) Chapter 2.
This commitment was documented in my letter dated November 17, 1987.
Provided in enclosure 1 is information regarding the FSAR Chapter 2 update process and plans to modify this process as part of the development of the new program for FSAR updates.
Enclosure 2 contains the list of commitments in enclosure l.

BROWNS FERRY NUCLEAR PLANT (BFN)
FINAL ANALYSIS SAFETY REPORT (FSAR)
CHAPTER 2 UPDATE Information contained in chapter 2 of the FSARs for TVA nuclear plants describes the general environment and land use for the specific sites.
BFN FSAR Chapter 2 further.requires a periodic examination to maintain a
reasonable representation of area population and land use.
This commitment was one of the three examples cited as a deviation in Inspection Report Nos. 50-259/87-30, 50-260/87-30, and 50-296/87-30 for BFN.
In response to this deviation, TVA has evaluated its FSAR update process for adequacy of updating chapter 2.
An Office of Nuclear Power (ONP) Standard is being developed in accordance with commitments in volume 1 of the Nuclear Performance Plan regarding the TVA long-term procedural effort and will provide upper-tier guidance for updating TVA's FSARs including chapter 2
information.
The following process for BFN will be utilized for updating sections of FSAR Chapter 2 concerning the site description, land use, and representation of area population:
1.
After every 10-year population census (beginning with the 1980 census),
prepare a complete revision of the resident and transient population distributions for the census year and projections for every 10 years for the life of the plant.
2.
Every five years, estimate resident and transient populations for the area within 10 miles of the site.
3.
Annually review significant land use changes within 10 miles of the site.
These land uses would include major industrial, institutional, and military facilities, gas and oil transmission lines, and transportation routes.
4.
Annually review the types and amounts of hazardous materials passing or located near the facilities ("near the facility" will be defined).
For sections of chapter 2 relating primarily to regional water resources and meteorological conditions, TVA plans:
1.
To review and update conditions for the FSAR Section titled, "Meteorological," and for the section titled, "Hydrology, Mater Quality, and Marine Biology," on a five-year cycle to ensure reasonable representation of current conditions.
2.
An annual review to identify any significant changes in the information contained in these sections which should be reflected in the annual update.
The new FSAR update program procedure will be implemented so the process for updating chapter 2 can be utilized for the 1989 FSAR amendment.
The above process will be incorporated into the site procedure that governs FSAR updates by May 15, 1988.
NRC will be notified of any changes that could occur regarding this process.

LIST OF COMMITMENTS FINAL SAFETY ANALYSIS REPORT (FSAR)
CHAPTER 2 UPDATE 1.
A corporate FSAR update program will be developed and implemented to be used for 1989 FSAR amendments.
2.
The chapter 2 update process wi.ll be incorporated into the Site Director Standard Practice 15.7 by May 15, 1988.
This procedure will be used for the 1989 FSAR update.
