1987 letter and earlier correspondence to you which provided updates on TVA's Vendor Manual Control Program at BFN.
Long-term commitments for this program are addressed in our Nuclear Performance Plan (NPP),
Volume 3, commitment 20, section II-65.
- However, a
short-term commitment was made in a supplemental response to the subject inspection report finding from J. A. Domer to J.
P. O'Reilly dated January 25, 1985.
The update on Nuclear Steam Supply System (NSSS)
Phase II Vendor Manual program is being performed by General Electric Company (GE).
The phase II update involves 290 manuals.
GE has submitted a schedule to complete this work by March 18, 1988.
This date does not meet the February 1,
1988 commitment date, but will allow existing procedures to be reviewed and updated as required before unit 2 restart.
The current status and plans for completion of the phase II project is as follows.
A total of 248 out of 290 manuals will be completed by February 1, 1988.
The Division of Nuclear Engineering acceptance process shall be completed by March 25, 1988 on 40 of the remaining 42 manuals.
Two manuals (main turbine and HPCI turbine) will be updated upon completion of existing design changes.
Both manuals are scheduled to be completed by July 15, 1988.

,engineering/plant interface:
establishment of a new design change process; enhancement of the DNE and Operations staff interface; integration of system-oriented engineers into the plant organization; establishment of DNE in an advisory role with the Plant Operations Review Committee; engineering, coverage for plant evening shift activities; enhanced Operations/DNE management on team actions; and multidiscipline engineering support in daily War Room meetings.
Lack of S stem Inte ration TVA recognized the need for improvement as discussed in NPP Volume 1.
Additionally, the need for increased interface with plant Operations was also recognized in NPP Volume 2.
The concept includes the three types of system engineers:
plant system engineers, project system engineers, and a discipline staffed system engineering specialist.
Each level of system engineer has been assigned specific responsibilities to support the system engineering concept.
