In the Matter of Docket Nos. 50-259 Tennessee Valley Authority 50-260 50-296 BROGANS FERRY HVCLEAR PLANT (BFH) TVA BFN TS 228 In response to a request from the Browns Fex'ry Nuclear Plant Project Manager, we are agreeing to a revision of BFH TS 228 which was submitted on April 3, 1987. This revision will result in the withdrawal of one change item in the original submittal. The item was originally proposed in response to a BFN Resident Inspector concern (Inspection Report 85-05-07). The open item dealt, with the interpretation of the surveillance instruction operability xequirements concerning the testing of the Reactor Building, Reactor Zone, and Refuel Zone radiation monitors listed in table 3.2.A of the technical specifications. After discussions with the Resident Inspector and the Project Manager in a meeting, on Octobex 29, 1987, it was decided that the concern could be resolved through a pxoceduxe xevision without requiring a technical specification change.
